Igor Mashkov was born in Moscow, Russia, in 1967. Igor was awarded with his first degree in 1985; a diploma from the USSR Moscow State Institute of Art. In 1993 he graduated from the Surikov Moscow State Institute of Arts before becoming a member of Moscow's International Federation of Artist.

His works serves the wonder of spiritual beauty, depicting the surrounding world in its manifestation of hope, faith and love without any external showing off. The artists' works are in galleries and private collections in Russia and abroad.
