Choi was born in Taiwan, China, in 1941. He Graduated from Fine Arts National Taiwan Normal University. He then resided in New York.
Choi was exhibited in Japan (Chinese-Japanese Exhibit) with first one-man show in 1971 in Kaohsiung, Taiwan, and Taipei, Taiwan.
